A long, rambling and deeply offensive recording of a city council meeting from late April 2017 in which the members of the L.A. City Council are heard discussing using the United Kingdom’s “Stop and Search” model for the city’s police department.

The video shows L.A. Mayor Eric Garcetti telling attendees that he’s been talking with “the mayor of New York City and the mayor of London” about how they’re going to be using the model in Los Angeles.

The tape was obtained by conservative media outlet The Daily Caller which has published the transcripts of several council members’ statements.

Here’s a look at the transcript of Garcetti’s remarks.

Garcetti: I think our country is being overrun by an invasion of people who are coming here, who are invading our country and our culture. We need to do something about it. I am calling upon the United States Congress to take immediate action to stop it. We need to do something. We need to take back this country. It is no longer the land of the free and the home of the brave but a country being overrun by an invasion of people who are coming in as uninvited. We need to do something about it. I am here in the city of Los Angeles to invite a United Kingdom model and discuss with city council members of London about how we can take back our country and our culture.

London model, which is a “stop and search” tactic used more by the UK’s Metropolitan Police Service and United States Immigration and Customs Enforcement.

Garcetti: The UK model is to put a police officer in the back of the truck and pull them over and they’re just sitting there, waiting for them to go. That’s the model here.

Councilman Mitch O’Farrell: I’m thinking you said New York model to stop and search a person.

Garcetti: Yes, exactly.

Councilman Mitch O’Farrell: [laughing] No, no, no. I think it applies to the United States, too.

Garcetti: I think it applies in the city of Los Angeles.
